That the contents of the agenda for January 15, 2025, be approved as printed, with the following addition;  Item 10.2 - Notice of Motion regarding Pickleball

That the delegation regarding the Lake Simcoe Region Conservation Authority Update, be received.

That Todd Canning's appointment as a member of the South Simcoe Police Services Board be extended until Bradford West Gwillimbury makes their appointment.

1. That the Consent List for January 15, 2025, and the Recommendations contained therein be adopted as Resolutions of Council, except that Items C.2 be referred to Committee of the Whole; and 2. That any items in the consent list for which conflict has been declared are deemed not to have been voted on or discussed by the individual making the declaration.

That Council resolve into the Committee of the Whole.

That the following clause be added to the main motion:  That Staff be directed to remove capital project FIRE58-Fire Station #6 - Innisfil Heights from the proposed 2025 & 2026 Capital Budget for further discussions before approval.

Motion to refer Staff Report DSR-001-25 - 2025 & 2026 Final Operating and Capital Budgets back to Staff be directed to return to Council with a blended rate option of 4%, 4.5%, and 5% blended property tax increase for 2025 and 2026 Budgets by pulling additional funds from reserves.

1. That Staff Report DSR-001-25 regarding 2025 and 2026 Operating and Capital Budgets dated January 15, 2025, be received; and 2. That the 2025 Operating Budget, with a tax levy requirement of $54,526,807, and 2026 Operating Budget, with a tax levy requirement of $59,925,181 as per Table 4, be recommended by Council for inclusion by the Mayor in the proposed budget; and 3. That Staff be directed to remove capital project FIRE58- Fire Station #6 – Innisfil Heights from the proposed 2025 & 2026 Capital Budget for further discussions before approval; and 4. That the revised 2025 Capital Budget of $85,014,081 and the revised 2026 Capital Budget of $55,333,149 as per Council Minutes January 15, 2025 Table 5, be recommended by Council for inclusion by the Mayor in the proposed budget; and 6. That, effective following the presentation of the proposed budget by the Mayor in accordance with the above recommendations, Council resolves to shorten the 30- day amendment period to end on January 29, 2025, for the 2025-2026 Operating and Capital Budgets.

That Committee rise and return back into the formal Council Session to receive a report on the proceedings of the Committee of the Whole.

That the meeting be extended to 10:30 p.m.

That the Recommendations of the Committee of the Whole for the meeting of January 15, 2025, be adopted as Resolutions of Council.

1. That By-law No. 001-25 of The Corporation of the Town of Innisfil to confirm the proceedings of the Council Meeting held on January 15, 2025, be adopted; and 2. That this meeting be adjourned at 10:14 p.m.
