Council Minutes September 22, 2021 That the contents of the agenda for September 22, 2021, be approved as printed with the following additions and change in order of consideration: • Item 6.3 – Delegation by Leslie Pollak re: Staff Report DSR-138 21 – Innisfil Beach Road Medians; and • Item G.6 – Correspondence from Rescue Lake Simcoe dated September 20, 2021 regarding Holland Marsh Polder Phosphorous Recycling Facility; and • That Item 6.3 be considered before Item 6.2.

That the delegation regarding Staff Report DSR-138-21 - Innisfil Beach Road Medians be received.

That the delegation regarding Land Acknowledgement Statement be received.

1. That the Consent List for September 22, 2021 and the Recommendations contained therein be adopted as Resolutions of Council, except that Items C.5, D.1 & G.5 be referred to Committee of the Whole; and 2. That any items in the consent list for which conflict has been declared are deemed not to have been voted on or discussed by the individual making the declaration.

That Council resolve into the Committee of the Whole.

1. That Staff Report DSR-138-21 regarding Innisfil Beach Road Medians dated September 22, 2021 be received; and 2. That Staff be directed to proceed with the repairs within the existing operational budget.

That Staff Report DSR-139-21 – County of Simcoe Municipal Clearance Comprehensive Review – Update No. 2 be received as information.

1. That the correspondence from the Town of Bradford West Gwillimbury dated September 15, 2021 regarding the Holland Marsh Polder Phosphorous Recycling Facility be received; and 2. That the Town of Innisfil supports York Region, the Government of Canada and the Province of Ontario continuing to work collaboratively to move the Holland Marsh Polder Phosphorous Recycling Facility forward notwithstanding the “paused” status of the broader Upper York Sewage Solution. 3. That further to the above request, the Province of Ontario support the funding of the Facility’s construction; and 4. That the Town of Innisfil endorse this in principle; and 5. That the Mayor be authorized to write a letter outlining the above, with copies sent to the federal Minister of Infrastructure and Communities; the provincial Minister of the Environment, Conservation and Parks; Lake Simcoe-area MPPs and MPs; York Region, and Barrie, King Township, East Gwillimbury and Georgina Councils; and the Lake Simcoe Region Conservation Authority

That Committee rise and return back into the formal Council Session to receive a report on the proceedings of the Committee of the Whole.

That the Recommendations of the Committee of the Whole for the meeting of September 22, 2021 be adopted as Resolutions of Council.

That By-law No. 072-21, being the Confirming By-law of the Council Meeting held on September 22, 2021, be adopted.

That Council adjourn at 9:06 p.m.
